Board of Education Filing

For April 2023 Election


Candidates wishing to file for school board membership in the annual election, April 4, 2023, should file in person at the East Lynne 40 School Districts Office with the Secretary of the Board, Superintendent or Secretary. Filings will be accepted between 8:00AM - 4:00PM when school is in session (December 6-16) and by emailing sonja.vaughn@elynne.k12.mo.us or calling (816) 925-2380 to make an appointment from 9:00AM - 3:00PM when school is not in session for winter break (December 19-26) and 3:00 PM-5:00 PM on December 27, 2022.  There are three (3) three-year term positions open for election.  


Candidates must be citizens of the United States and resident taxpayers of the district who have resided in the state for one year preceding the election and must be 24 years of age.  


Candidates must enter and form a line at the front door of the district office, names will be placed on the ballot in order of arrival. (RSMo 115.124(2))


Any person who files as a candidate for election to a public office shall be disqualified from participation in the election for which the candidate has filed if such person is delinquent in the payment of any state income taxes, personal property taxes, municipal taxes, real property taxes on the place of residence, as state on the declaration of candidacy, or if the person is a past or present corporate officer of any fee office that owes any taxes to the state. (RSMo 115.306(2))


No person shall qualify as a candidate for elective public office in the state of Missouri who has been found guilty of or pled guilty to a felony under the federal laws United States of America or to a felony under the laws of this state or an offense committed in another state that would be considered a felony in this state. (RSMo 115.306(1))


All persons filing as a candidate of political subdivisions with an operating budget over one million dollars must complete a Personal Financial Disclosure Statement (PFDS) unless the political subdivision has “opted out” and then only those designated must file a PFDS.. (RSMo 105.483-105-487) 


Each potential candidate for election to a public office shall file an affidavit with the department of revenue and include a copy of the affidavit with the declaration of candidacy required under section 115.349. Form 5120. (RSMo 115.306(3))


No Person may file for office or be sworn into office unless they have filed all required campaign disclosure reports for all prior elections and paid all fees assessed by the ethics commission (RSMo 130-071)


Proof of identity must be shown at time of filing. Upon election, board member training is required of all new members.
